From the point of view of Microsoft CAL (client access license) is a “right of access to the server” and RDS (remote desktop services) is a “right of access to remote desktop.” To Run a Microsoft Terminal Server you need a CAL and RDS user license, either-RDS CAL per user. It is not possible to activate the RDS-CALs on Microsoft NON-server.
